I know a scrambler is not legal for Amateur use in the U.S.  Is that the same in Canada?

Scramblers are not encryption and can be broken by anyone in about 2.3 seconds. With that being said not sure about legality but TYT radios scrambling apparently doesn't work with any other radio but a similar TYT due to there being no industry standard scrambler criteria.

The main reason is that most of the Chinese radios are really PMR radios being used on the Amateur bands, hence the scrambler.
