It is likely a remote site that they fly over at altitude and collect data from time to time. Could possibly be a satellite up-link too.

I note an offset in the elements along the boom, so it is more likely to be a log-periodic. And, judging from the thickness of the elements, the whole array is very wide banded.

looks to me like an ILS Marker Beacon Antenna, but without a scale, it's hard to guess the frequency. Certainly doesn't look big enough for an outer marker which would be around 75 MHz. Inner markers are higher.

Peter is correct.  It's a marker beacon antenna used in conjunction with the glide slope to an airport.  A single LPDA is usually used for an inner marker.  Dual antennas are often seen at an outer marker location.  The difference between the two is the the fly-thru time is shorter with two antennas than with one. Transmit frequency is around 75 MHz.
