Title: Neigbor Compliant MUST Read This ONE

This is an email I got this morning. The antenna is a vertical 31', no amp. Up for  12 yrs  with HOA approval
How would you handle this? She is hearing broadcast stations not ham transmission.

Asking as a neighbor. Will you be so kind as to take down your large antenna at Night? And please use between Business house of 9am-7pm.
When you both where away. I heard no music or broadcast from other places/countries. I actually got to sleep thru the night!!!
It is very disruptive of sleep. Somehow this is transmitting thru our home!  We have now confirmed it is not our neighbor downstairs.
These are the hours I have noted the music/radio other country language, since you have been back from your vacation:
Sat: 11/3/18 2am-4am

Sun:11/4/18  2am-





Mon: 11/5/18 8:30-10:30pm




Tues: 11/6/18 3am-4:00am


You know I have been asking you about this for 2 years now. And I have researched many aspects. So we are asking nicely and don't want you not to use your radio but just on business hours. This is a residential neighborhood.

Actually it is up to the neighbor to prove it is from you.

But...you can nicely point out we don't broadcast music on ham radio, and if you only know English, that would rule out other languages.

Also keep a log of when you are on the air. If the times and dates don't match, it's not you either.

Just keep it friendly and let them do the work. But always try to assist if they ask.

She's hearing broadcast stations, but not from a radio or TV? Does she think the sound is coming from your house? And what has she been talking to you about for the last two years?

On first reading, English does not appear to be your neighbor's first language or their composition skills are weak.

However, present a copy of the sections of Part 97 which prohibit transmitting music and broadcasting to the general public.  As mentioned, copy of your log would also be help.  Plan on being told you fabricated them.

Sounds like a high power/night time directional AM station is getting into the home's intercom, if there is one installed.

Maybe I'm some sort of crazy person, but I would speak to my neighbor and help her find the source of the signal.  It sounds like she has some powered speakers or an AM/FM radio that is picking up a nearby broadcast station.  She might not even realize where the noise is coming from and it could be as simple as telling her to power off the device.

At a previous QTH, I installed a 40 foot tower with a TH6, A Cushcraft A3WS, and a 2M vertical.   The cables terminated at the top of the tower, so I could remove antenna without taking the entire run of coax off the tower.   I bagged the cables and left them there for a few weeks.   The tower was installed per an approved permit from the township. 

It didn't take long until the next door neighbor complained that I was causing TVI.   I took him out to the tower, pointed to the cables moving in the wind, and said "nothing is connected."    He turned around, walked away, and that was the last I heard from him.

My suggestion to the OP is to remove the coax from the antenna for a few weeks (but do not remove the antenna) and see if your neighbor is still hearing things.

I notice she has a downstairs neighbor. That is a likely source if the sounds are coming through the walls. Hearing music and other languages through a computer speaker or intercom isn't something that would likely be caused by your transmitter. Perhaps she could arrange to get you over there to hear it sometime when it is happening.

Been down that road with her trying to narrow it down for the entire summer. The HOA president even came over at 10PM when called by her to hear it, nothing. Her husband even admitted he hears nothing. So it stays up and not going down.

Either she's lying or she's hearing voices. At least thats what I tell the police. She's unstable and needs evaluation.  You don't know what she'll do , she may decide to try and turn you and your radio off permanently  . In the mean time I would keep my powder dry, and where I reach it if I needed it.

IMHO, I hope you've contacted local Law Enforcement. Folks 'hearing things' cannot be good!

I'm a retired vet and there have been 315 shooting in the last 360 days. Stay viligant, no need for paranoia.

Next time tell her it's a digital antenna so it's impossible to hear voices or music -- all she could ever hear is digital noise.  Might work?

Unfortunately, it doesn't matter how logical or helpful you are. You have an antenna that doesn't look like a TV receiver antenna or a satellite dish, so you are obviously broadcasting even if your radio is unplugged. I know hams don't broadcast music, you know hams don't broadcast music, and her husband may know hams don't broadcast music, but you have an antenna, TV and radio stations have antennas, TV and radio stations broadcast music, therefore, you are a broadcast TV or radio station.

If her husband and the HOA president don't hear anything it really could be her fillings. If she can describe what she hears (rock music, even a station ID) that would help. There is a 1500 watt station (WONC) close by, and several others likely closer, but she seems h*ll bent on putting the blame on the person with the antenna she sees.

I wonder at what point you could accuse her of harassment? I was going to mention the Manteno hotel, but that closed in the 80's.

I got a call from a man suspecting that a ham nearby was broadcasting through his teeth. The ham was about 2 miles away. When I explained to him that probably wasn't happening, he started in telling me the Russians were sending signals through the local railroad tracks. I told him he definitely needed to report that, and gave him the number to the local police department. I told him it was to the FCC...  :D

This entire discussion is childish and based on nonsense. I have been a licensed ham op for almost 50 years. I have never had a problem with a neighbor because of my use of Ham Radio. I have many ham friends and none of them have had problems with their neighbors. These arguments sound like they originate from someone with an awful lot of spare time on their hands. I am able to participate fairly regularly because of the type of work I do. The typical person who holds a full time job would not. I am now starting my weekend so I will have time but will probably spend that time on the air not in arguments which no one will win. The neighbor described obviously has problems which should be dealt with, especially if those issues include harassment, which if the description is accurate this certainly is. My ex neighbor who I am still friendly with actually offered to help me install my TH5. They never complained about any of my antennas. No one in my current neighborhood has said word one about my antennas. It's called being a good neighbor and minding ones own business. As to the argument that hams make bad neighbors emanating from a licensed ham, I believe that speaks for itself. I guess it isn't boating season and everyone needs something to do.

Years ago, I put up a quad in a unrestricted neighborhood.   It had been up for almost a year, when a neighbor complained I was coming in on his TV and Radio.  I said how do you know it was me.  (I live in the South, but have a Yankee accent.)  He said he recognized my voice, and my accent.  I truthfully told him, this was amazing as I only worked Morse code, so how did his TV and radio pickup my voice.   That was the end of his complaints.

In the mid 70's I help build a 5K day/1K night directional AM station. About a week after we went full power day, we got a call from a women, who said she could hear us in her kitchen. She invited us over to listen. When we got there she had coffee and cake ready for us. (Very nice older women.) We noticed that the sound was coming from an antique toaster. The nichrome wire in the toaster was vibrating, and we could hear the station. We bought her a new high end toaster, and she was very happy. For a couple of years she would bring homemade baked goods to the station every couple of weeks.

Sometimes it's things you would never think of.....But if her husband, or other people can't hear it, maybe it is her dental fillings.

 Being a ham has nothing to do with it.

The neighbors weren't here when I moved in 20 years ago , so I didn't need them then and I don't need them now.
If someone shows up at my door and tells me they're hearing voices though their walls , I dont like being lied to.  They're gonna get told to leave immediately and if they don't they'll be arrested for criminal trespass. They can argue their case from a jail cell.

Even if they want to complain they can't. It solves everything all the problems just melt away. Rule with an iron fist , Send 'em to the GULAG ! it worked for Joe Stalin it can work for you too !

its a simple easy to understand policy , and  I have NEVER had a complaint.

They do that till they decide your responsible for their children's low test scores , hair falling out , and they're husbands low semen count , you gonna check for that too ?
 They'll take their problems and make them YOURS, if you let them.

Fillings ? yes I suppose you could try to talk  her into having all her teeth pulled for no damn reason  Seems a bit sadistic though. But hey maybe it will teach them to leave you alone.

 I think its more likely  CIA "V2K" voice to skull transmissions.

My parents 1936 built house had a cast iron range for heating, hot water, baking (two ovens) and cooking on trivets over the coal fire. By the end of the 50's, it was only used for heating and hot water. So imagine the surprise one day when father (G8ON) was on 80 metre AM and we could hear his voice coming out of the chimney! Only did it about twice and we could never find where the 'rusty joint' was.....

In these cases, I highly recommend getting the ARRL involved.  They can coordinate a visit with a "Tech Specialist", or for more complicated situations, and engineer and attorney.  (free or low fee)

Who knows, this might be a rectification issue like the examples posted.

I had a situation with a neighbor quite a bit more interesting than this one.  ARRL arranged for an Attorney and Electrical Engineer to check the situation out.

Technical measurements and a station inspection were performed and my station was confirmed to be in legal spec (well below spec in spurs, harmonics and RF field density, etc).  Attorney sent letters out to the neighbor and police with the results.  It was awesome! 

I operate completely at my pleasure with no concern.  200+ confirmed countries. 

Dealing with people with mental issues or substance abuse issues is certainly a challenge.  It's best to cover all bases.

Randy: I think what I would do is invite another Ham over to your house to operate your station. Communicate by phone and then have your neighbor show you where the sound is coming from as your buddy is transmitting. If by some odd chance it is getting into something, then you will be able to hear it yourself. If not, then it should shut your neighbor up and that will be the end of your responsibility. If she hears sounds coming from the walls and you don't during that time, then you know what the real problem is :D

Since this all started I have heard nothing from them. The other day I saw her out side and asked her if she is still hearing anything.
He reply "Still hear music from 8:30 to 11:30 at night"

Me: Did you turn off the circuit breaker to you bedroom were you her the sound"

Idea was to eliminate anything in the bedroom that may be a problem.

Her reply: "NO"


I asked her if she heard anything during the  blizzard we had.
Her reply "Yes same time and music"


My reply " Well that clears me of your problem. I took the antenna down for those two days" "I have pics if you need proof"
She had a look of a dear in head lights.

So I'm done with them.

All is well.

Just curious - what exactly does a "dear" look like?

My wife for one.
Mine too but my point was to show how silly it is to make fun of other people implying they are dumb while misusing elementary school words/grammar.

And not that it matters but I think you meant "you're perfect" rather than "your perfect".

But you just can't help but do it anyway. You lost the irony argument when you had to do it again. Now it is nit picking for argument. But that's what nit picking usually is unless you are being graded on an exam by a bona fide teacher in a bona fide class. Dis aint no clas. dats fer sur.

When your perfect then try again. I like that better then you're nit picky version. LOL

That's why I don't correct people's words. I am not perfect and do not expect others to be perfect. If I can figure it out from context...never going to get an argument from me.

Well maybe not Russians transmitting on the train tracks, but there are (or were) actual transmissions over the rails. mentioning radio coming in over appliances, I used to be in a band that played county rock. There was an AM station within 100 yards of our drummers house. We could clearly hear the radio station over our amplifiers and would play along with the music as part of our practice. Sometimes it can work to ones advantage.

When I was in High School (admittedly many years ago, but all of the places mentioned still exist) I worked at the community theatre a lot. When we wanted some music I would just turn up the amplifier. Even with no radio connected we would pick up the local AM station.

Actually it is up to the neighbor to prove it is from you.

But...you can nicely point out we don't broadcast music on ham radio, and if you only know English, that would rule out other languages.

Also keep a log of when you are on the air. If the times and dates don't match, it's not you either.

Just keep it friendly and let them do the work. But always try to assist if they ask.
The problem is, it is not just a Part 97 issue. For Part 97, no problem, she must show you are interfering with her radio/tv etc. appliances and even if you were, you are a licensed user and she must accept the interference in most cases if you meet the technical regulations. Your real problem is with the HOA who probably knows nothing about radio. If she complains to them at their board meeting, they might consider revoking your permission and your permission probably even has conditions not to interfere with neighbors etc. and that would include any devices, Part 15 or anything. So it is really on you to stop her from complaining to them about you or you will end up trying to teach communications theory to the HOA to convince them it is not you. Other posters here say it is on her to prove you are in the wrong but not so. With restrictive covenants, you can be and are guilty until proven innocent. They do not have to follow the Constitution; you waived away those rights when you signed up to follow them and it is a civil matter. She says she only hears the noises when you are there but not when you are gone; big problem. No matter what, when you are gone again, she probably will not hear them. You might have to trick her into thinking you were there, then she hears the noises, then prove beyond a doubt you were gone or vice versa. In ham radio, they don't teach us to be psychologists so I can only wish you the best of luck.

Well do you have a Local AM Radio station? I do about 3 miles away, and I'll be damned if it doesn't get into my TV and FM receiver from time to time! I know the owner of the station so we get a chuckle out of it! He has since fixed it, but it was a cause of neighbors looking at my house!
