Anyone have an idea what the station on 7.250 MHz is. Signal is strong, but their audio is low

IT'S 7.250 MHz AM and it sound like religious chanting music.

The Voice of Islamic Republic of Iran broadcasts on that frequency with 500 kW from Kamalabad.

Another possibility is Radio Kuwait 100 kW from Sulaibiyah.   

Radio Vatican and China Radio International also are on that frequency but I'd guess their audio would be rather nice.

I can hear China there in the evenings Pacific time, usually during the winter. You didn't say what time you were hearing this, but I would think that it might be Iran or Kuwait, and you're hearing Quranic chanting or Islamic prayers. Saudi Arabia used to have sunrise prayers at 0300z somewhere in the 22 meter band I think, and it was really cool to listen to despite being in Arabic. They would have Quran chanting, then what apparently was a newscast, then into prayers. This was around 2003 when the war on terror was on everybody's mind. In the evenings in America there's a very brief DX window to the Middle East, and you can hear stations in Arabic, although much of that has probably migrated to satellite TV since I was a big Mideast DXer.
