Is the power in the UK 400 watts at the amplifier output or at the antenna?

In the licence, it's power delivered to the antenna.

How you measure it for an antenna that's nowhere near 50 ohms is another matter.....

An easy way to reduce the transformer voltage is to use a bucking transformer (when available at surplus/scrap) with the correct secondary voltage and at a current rating of more than the HV transformer primary draws.

Ive used buckers for decades when running antique vacuum tube gear on modern 125/250V mains; even complete operating benches have a high current version.

Change it to what? Change it from measured at the antenna, which is fairer for V/U HF? Or change the power limit? For EME, you can get a special 1kW permit, but the main worry of the authorities in the past has been the potential EMC problems: now there's radhaz added. At least at the moment, we don't have regulation on radhaz like the FCC.

Additionally, as inspection and enforcement is pretty minimal these days, anyone not causing problems could get away with a kilowatt or even two: above that, there's the little matter of having enough AC power available if you want to run the stove, the washing machine, drier and dishwasher all at once as well....

Back in 1960's, the DC input restriction on 160 was 10 watts. One well known DXer at the time got his '10 watts' input from 6 parallel 813s with about 2500 on the plates.......the power supply was run off a stove circuit!

He never got busted.......
