 More than a month ago there was a discussion on the Topband reflector that paper ET7L QSLs submitted were rejected by ARRL because of lack of documentation. Some mentioned that there was a question regarding whether the ET7L license had been issued by the proper Ethiopian governmental agency. There have been no LOTW uploads.

The issue seems to be up in the air right now.
