After  removing the TOF circuit, all is well!  Checked TOF installation prior to removal and it was all according to W8JI's WEB page. So determined problem was caused by the TOF.

Just confirm that you don't have grid current when keyed up and the amplifier has no input signal.

If you do, then you most definitely have a shorted D16.  This is a very common failure with AL-811 amplifiers and will affect your ability to tune correctly.
