If you're capable enough to post a message here you're certainly capable of searching the FCC ULS to get this licensee's address.  Once done you write a letter to the person, address an envelop with the address you got off the FCC ULS, buy a stamp at the post office and finally send the letter. We can break this down into numbered steps to make it easier:

1. Access the FCC ULS - http://wireless2.fcc.gov/UlsApp/UlsSearch/searchLicense.jsp
2. Put in the call sign you want to look up
3. The result will exhibit information about the licensee including their address
4. Copy the address on a piece of paper
5. Write the letter (content is your choice)
6. Address an envelop using the person's name and address you copied previously in step 4.
7. Fold letter and insert into envelop; seal envelop
8. Affix first class postage stamp to envelop.
9. Mail

Responses from your intended addressee may vary from an immediate response to never.
