It's not just the FCC that are doing less enforcement. Practically every radio administration has had budget cuts in the last few years with more spectrum users. Enforcement costs money, and if you spend the time and money to catch these characters and take them to court, the results vary between 'they haven't got the money to pay the fine' to being slapped on the wrist and told not to be bad boys to even if they do pay the fine, it goes to the Treasury  and not to the department. So in many cases, it is too expensive to do enforcement! Only when it is  'safety of life' service - marine, aviation, police/fire/ambulance do they get very fast action. Somewhat less fast when the victim is a utility, railway or something of that nature. The Germans are better than most, but even their enforcement is a shadow of what it was.....

Add to that silly rulings on 'freedom of expression' and there is no wonder the Administrations don't bother!
