I also have an ICOM IC-EX2 and wanted to know what it was. After translating some japanese websites and deciphering the poorly translated english i eventually found out the following:
The Icom IC-EX2 is a computer interface for linking an ICOM IC-251 (and similar) radios to a computer. It plugs into the radios accessory socket and has some useful sockets on the unit itself that you can link to a pc or use for other interfaces etc. ALC, SEND/RX, etc are some of the functions that this unit allows you to remotely control. It also works as an accessory socket doubler, so if you have the full line up of accessories for your radio you no longer have to keep switching the plugs in and out of the back of the radio.
