What's the best shielding paint or spray available for RFI between 500KHz - 3GHz of plastic enclosures?

Sounds like you're looking for EMI reduction and not ESD shielding, based on your description.

For EMI conductive paint, I use this stuff:

It's copper filled and quite conductive.  We get ~75 dB at 2 GHz from this stuff, makes plastic almost as good as aluminum.  It's not cheap.
