PROBLEM SOLVED.

And no I didn't buy a brand new TV, I bought a brand new Power Supply which was a lot cheaper.  Old supply Kenwood KPS-15 vs New Supply Jetstream JTPS31MB which has been receiving some very good reviews here on eHam.  

The problem with the Television disappeared as well as a reduction in the background noise on my rig as well that I hadn't considered being related to the power supply for the rig.
