William "Dusty" Rhoads (ND3Q) was a modest man of great accomplishments, always volunteering above-and-beyond the call of duty, as a leader and as a friend.

I first met Dusty while taking my Amateur exams. After I passed my Extra he made me join his VE team. I've been giving exams since 1994. I am proud to say he selected me to lead the VE team when he was no longer capable. The Amateur community has lost a great friend.
I was introduced to Dusty after I became a tech class ham by Leo Smith N3ELS my Elmer, and was invited to join the Olympia ARC located onboard the U.S.S.Olympia, the historic ship located here in Philadelphia where Dusty established and heroically maintained a radio room through the years. Small in numbers, Dusty was the leader and spark plug for the club. With a quick laugh and much encouragement, he could get you to do stuff like procuring materials for antennas and climbing the rigging of the ship to fix antennas, that you would normally think twice about. He was a master at that. But with all that, he would encourage you to study and keep trying inorder to upgrade to enjoy every aspect of the hobby that he loved so very much. Without that, I would never have made Extra, taking my uprades at the Franklin Institute where he was the head VE for years. He unselflessly mentored many hams here. For that I say "Thank you my friend". His loss, personally and for the ham community here, will be felt for many years. Rest in peace.
