ARRL Does Pay For Articles --- Or At Least, They DID...
WA3SKN, you state your point about ARRL not paying for "QST" article submissions...
I know that in the past they never paid, but later on, they did. Not a whole heckuva lot, mind you, but they did pay a small amount, per page. And they do retain all copyrights --- my 1985(?) antenna piece was subsequently used by them in an antenna compendium book, for which I received nothing...
Has the publishing policy changed in Newington, maybe...?

ARRL submissions
Over the years, I have submitted 3 articles to QST over the years — most recently a year ago — and all were published.
My advantage is that I have been writing technical and tech-related stories as a professional PR writer for more than 50 years. I find writing a joy, and have learned to write motivational copy. See my professional website www.MelSnyder.com

QST
No. Its a lot of work and until recently I did not have the time.
ARRL keeps all rights.
AND, they don't pay! They only pay for QEX articles... and poorly!

QST Letter
I have been wanting to submit an article to one of the ARRL magazines, just never got around to it. I did have a letter published in QST back in 2002.

Using Pascal to create a Logging App
During the mid 80’s I submitted an article using the Pascal computer programming language to create a logging app for Amateur Radio. QST turned it down saying… It was beyond and too complicated for Amateur Radio Operators. That was of course before Computers were accepted for use with radio. Funny Huh? I guess I was a head of my time. Never submitted anything again.

Two Articles Published in QEX, One in CQ, None in QST
I never considered submitting the articles to QST because the articles were a bit technical. One of the QEX articles and the CQ article shared the same topic, so I tailored the CQ article for a less technically-minded reader. The editors of both magazines were very helpful in assisting me to get the articles ready for publication. Prospective authors should refer to the magazine's Author's Guide for suitable topics and help with formatting. Author's Guides for QEX, CQ, and QST are available from each magazine's website.

"QST" Antenna Article...
Here's a link to that 40-meter phased array piece of mine that "QST" saw fit to publish back in the mid-80's, FWIW:

"A 2-Element Phased Delta Loop Array --- For 40-Meters"
Back in the mid-80's I penned an antenna construction piece for "QST" bearing the above-named title. I still receive the occasional bit of "...fan mail" re. it from Hams around the world, too...

Never have, never will
Full disclosure. I never have been nor never will be a member of the ARRL. Did they fight to get the 2 Mhz back on the 220 band when UPS decided that they did not want it? No! Did they help fight not to loose it? Are there more contests on the bands now? Did they fight to retain code testing for amateur radio licenses? Do they setup demonstration booths and do market research to understand on how to bring a younger demographic into the hobby? Do they help with to fight HOAs and CC&Rs not allowing to install towers and antennas? I HAVE NEVER HAVE AND NEVER WILL BE A MEMBER OF THE ARRL!!!! I will buy their technical books though.

Not The Correct Piece
The piece submitted was more one of nostalgia, about what inspired me to pursue amateur radio. It was not what QST deemed useful at the time. Lesson: get the editor to advise what the magazine needs and/or investigate the magazine's product over a few publishing years.
I since have been published many times in other amateur radio magazines by following the above advice and not giving up.

Accepted but, never published
I wrote an article about emergency communications and depending on internet capabilities was accepted and was told a publication date would follow at a later time. No notice of publication date ever arrived and the article was likely buried and forgotten about but, was also never returned.

Not for the QST, but various HAM magazines in DL
Occasionally technical or propagation related contributions, but also about social and behavioral aspects concerning amateur radio. So far, everything has been published - which surprises me myself - since I tend to present also direct criticism that not everyone likes.
